In the event of a war or another emergency, the management of the municipal council and the coordination of the work of civil defence formations were to take place here. This is where the Head of the City Council (today’s Mayor) had his place. There is a civil defence plan for NZPS PODHALE, a modern shoe factory that was to be transformed into a factory producing footwear for military needs in the event of a war. The plant employed from 10 to 12 thousand people.
