Located in the centre of the town, it was the most important building of the former Lower Market Square.
It was built on the site of a medieval hospital and the Holy Spirit church, funded by King Casimir the Great. The current form of the building represents the style of English neo-Gothic along with a Classicist guardroom – the former seat of the town guards. In the 19th century is hosted local theatre. Currently, it is the seat of local government authorities.
