The area of the former Zawale-Dyksonówka manor was given by the City Council in 1866 to the Rifle Society, which built its headquarters and a shooting range here. On the remaining part of the plot, an urban garden called Strzelecki Park was established, landscaped in the spirit of modernism according to a design by Antoni Schmidt. The most impressive building in the park is the palace of the Rifle Society, established in 1845. It was an organisation with traditions dating back to medieval times and the Civilian Archers’ Fraternity (Bractwo Kurkowe). The real reason for relaunching the Society was to prepare civilians for the armed struggle for independence. In 1918, around 200 scouts from the National Emergency and the Polish Military Organisation were quartered here, and on the morning of 31 October, they disarmed the Austrians and formed the civil government of the town. After the Second World War, the building housed the Palace of Youth and the Polish Scouting Association troop, the library of the Polish Teachers' Association and, between 2005 and 2010, the Civilian Archers’ Fraternity. It is now the headquarters of the Art Exhibition Office. A neo-Gothic palace was built at the gate on the side of Slowackiego Street, designed by František Lanci. Its plastered, monumental façade is crowned by a crenellation, and the elevation is divided by slender turrets. On the outer wall, the Rifle Society placed a plaque in memory of Józef Pędracki, Mayor of Tarnów, in 1888. The great hall, which occupied almost half of the palace, housed an indoor shooting range and was also used as a ballroom.
The palace has a memorial hall, which contains portraits of the Civilian Archers’ Fraternity kings, banners or historical documents, a conference room, and a café.
